The fear of death forces man, in his natural state, to defend himself against it by any means possible. Self-defense against death is therefore the highest human need—rights are born from needs.
In this "natural state", everyone has the right to everything. However, the finite amount of everything leads to conflict, because the war of all against all is based on this right.
Human life in the natural state is therefore defined by loneliness and need, it is a miserable and short life. In his natural state, man is an animal.
Thus, the theory of the social contract under the rule of an absolute ruler arises. General chaos can only be averted by a strong central government, and that government is the State.
